Best New Construction Communities on the Emerald Coast (2026)

New construction on the Emerald Coast is not what it was ten years ago. The land constraints that define this market — Gulf-front property is finite, and most of it is already built — have pushed new construction inland, into master-planned communities, and into infill development in established neighborhoods. What remains is a mix of resort-scale master plans, boutique coastal communities, and production builder subdivisions that vary enormously in quality, character, and long-term value.

This guide covers the best new construction communities on the Emerald Coast — what they offer, who builds there, and what you should expect to pay.

Why New Construction on the Emerald Coast Is Different

Buying new construction on the Emerald Coast has specific dynamics that buyers from other markets may not anticipate:

Builder representation: The on-site sales agent works for the builder — not for you. Having your own buyer's agent costs you nothing (the builder pays the commission) and gives you representation in a transaction where the other side has professional representation.

Lot premiums: Gulf-front and Gulf-view lots carry significant premiums over standard lots. The base price of a home in a new construction community is often the starting point — lot premiums, upgrades, and options can add 20–40% to the final price.

Construction timelines: New construction on the Emerald Coast has experienced significant delays over the past several years — supply chain issues, labor shortages, and permitting delays. Build times of 12–18 months are common; 18–24 months is not unusual.

HOA fees: Master-planned communities have HOA fees that cover amenities, common area maintenance, and community management. These fees vary widely — from $200/month to $1,500+/month in resort communities like Sandestin.

Rental restrictions: Some new construction communities have HOA rules that restrict short-term rentals. If you plan to rent the property, verify the rental rules before signing a contract.

Panama City Beach: Best New Construction Communities

Breakfast Point

Breakfast Point is the most established master-planned community in PCB — a large residential development on the east side of PCB with a mix of production builder homes and custom lots. It is zoned for Breakfast Point Academy, one of the highest-rated schools in Bay County.

Builders active: D.R. Horton, Adams Homes, and custom builders on remaining lots.

What you get: Single-family homes on standard lots, a community pool and clubhouse, walking trails, and a neighborhood feel that is genuinely separate from the tourist corridor.

Price range: $400K–$800K for production builder homes. Custom lots and custom builds push higher.

Best for: Families buying a primary residence who prioritize school quality and community character.

Watersound Origins

Watersound Origins is a master-planned community developed by The St. Joe Company on the eastern end of PCB — one of the most thoughtfully designed new construction communities on the Panhandle. It is built around a golf course (Origins Golf Club), a community pool, a fitness center, and a network of trails and natural areas.

Builders active: Huff Homes, Romair Homes, and other custom builders. The St. Joe Company also builds directly in some phases.

What you get: A gated community with resort-quality amenities, larger lots than most PCB subdivisions, and a design aesthetic that is more residential than resort.

Price range: $500K–$1.5M+ depending on lot size and build quality.

Best for: Buyers who want a primary residence or a family-use second home with resort amenities and a quieter lifestyle.

30A: Best New Construction Communities

Watersound Beach

Watersound Beach is a gated, master-planned community on 30A developed by The St. Joe Company — one of the most distinctive residential communities on the Panhandle. It is built around the natural dune system, with boardwalk access to the Gulf, a community pool, a fitness center, and a design aesthetic that emphasizes natural materials and coastal architecture.

Builders active: Custom builders only. Watersound Beach does not have production builder homes — all homes are custom or semi-custom.

What you get: A gated community with Gulf access, a strong sense of place, and a design aesthetic that is among the best on 30A. The community is quieter and more residential than Seaside or Rosemary Beach.

Price range: $1.5M–$5M+ for single-family homes. Some condos and townhomes in the $800K–$1.5M range.

Best for: Buyers with larger budgets who want the most distinctive new construction product on 30A.

Alys Beach

Alys Beach is not a new community — it has been developing since the early 2000s — but it continues to have new construction available as the community builds out. It is the most architecturally distinctive community on 30A, with a white stucco aesthetic inspired by the Caribbean and Bermuda.

Builders active: Geoff Chick & Associates and other approved custom builders. All construction must conform to the community's strict architectural standards.

What you get: A walkable community with a town center, community pools, a fitness center, and a design aesthetic that is unlike anything else on the Panhandle. The community is architecturally regulated — every home must conform to the white stucco aesthetic.

Price range: $2M–$10M+ for single-family homes. Some condos and townhomes in the $1M–$3M range.

Best for: Buyers who want the most architecturally distinctive product on 30A and are willing to pay the premium for it.

WaterSound Origins (30A Adjacent)

WaterSound Origins (distinct from Watersound Beach) is a master-planned community on the north side of 30A — inland from the Gulf, but within a short drive of the beach. It is one of the most active new construction markets on the 30A corridor.

Builders active: Huff Homes, Romair Homes, and other custom builders.

What you get: A master-planned community with a golf course, community pool, fitness center, and a network of trails. The homes are larger and the lots are bigger than most 30A communities.

Price range: $600K–$2M+ depending on lot size and build quality.

Best for: Buyers who want new construction on the 30A corridor at more accessible price points than Gulf-front communities.

Destin: Best New Construction Communities

Sandestin Golf and Beach Resort

Sandestin is the largest master-planned community on the Panhandle — a 2,400-acre gated resort with four golf courses, a marina, a village center (The Village of Baytowne Wharf), and multiple residential neighborhoods within the gates. New construction continues in several neighborhoods within Sandestin.

Builders active: Multiple builders active in different neighborhoods. The Sandestin development team also builds directly in some phases.

What you get: A full resort lifestyle within a gated community — golf, tennis, a marina, a village center with restaurants and retail, and beach access via a shuttle to the Gulf-front beach club.

Price range: $500K–$3M+ depending on neighborhood and Gulf proximity.

Best for: Buyers who want a resort lifestyle with a full amenity package and a gated community.

Kelly Plantation

Kelly Plantation is a gated golf community on the western end of Destin — one of the most established luxury residential communities on the Panhandle. New construction continues on remaining lots.

Builders active: Custom builders only. Kelly Plantation does not have production builder homes.

What you get: A gated community with a Tom Fazio-designed golf course, a community pool, a fitness center, and a design aesthetic that emphasizes custom architecture and larger lots.

Price range: $800K–$3M+ for single-family homes.

Best for: Buyers who want a luxury primary residence or second home with golf and a gated community.

What to Ask Before Signing a New Construction Contract

  1. What is the builder's warranty? Florida law requires a 1-year workmanship warranty, 2-year systems warranty, and 10-year structural warranty. Some builders offer more. Get the warranty terms in writing.
  2. What are the HOA fees and what do they cover? Get the full HOA fee schedule and the CC&Rs before signing. HOA fees in resort communities can be substantial.
  3. What are the rental restrictions? If you plan to rent the property, verify the rental rules before signing. Some communities prohibit short-term rentals entirely.
  4. What is the construction timeline? Get a realistic timeline in writing. Build times of 12–18 months are common; delays are frequent.
  5. What upgrades are included vs. optional? The base price often does not include flooring, appliances, or landscaping. Get a full list of what is included and what costs extra.
  6. Can I use my own buyer's agent? Yes — and you should. The on-site sales agent works for the builder. Your buyer's agent works for you and costs you nothing.

The Bottom Line

New construction on the Emerald Coast offers some of the most distinctive residential communities in the Southeast — but the quality, character, and long-term value vary enormously. The communities listed above consistently show up at the top of the market for design quality, amenity packages, and long-term value.

I represent buyers in new construction communities throughout the Emerald Coast — at no cost to you — and can help you navigate the builder contract process with your interests protected.
