Panama City and its suburbs offer entry-level price points that work with FHA, VA, and conventional financing — and the Bay County market has enough inventory that first-time buyers are not competing against all-cash investors for every property.

Loan Programs for First-Time Buyers

FHA Loans

FHA loans are the most common choice for first-time buyers who do not have VA eligibility. Key features:

Florida Housing Finance Corporation (Florida HFA)

The Bay County Buying Process

Step 1: Get pre-approved. Before looking at homes, get pre-approved with a lender. Pre-approval requires income documentation, bank statements, and a credit check. It gives you a clear purchase price range and makes your offers competitive.

Step 2: Define your priorities. Commute (Tyndall AFB or downtown Panama City), school district, neighborhood character, and price range are the primary variables. Decide which matter most before you start looking.

Step 3: Work with a buyer's agent. A buyer's agent represents your interests — not the seller's. In Florida, the seller typically pays both agents' commissions, so buyer representation costs you nothing.

Step 4: Make an offer. In Bay County's current market, most properties are not receiving multiple offers. You have time to make a thoughtful offer with appropriate contingencies — inspection, financing, and appraisal.

Step 5: Inspection and due diligence. Always get a home inspection. In Bay County, also consider a wind mitigation inspection (reduces insurance costs) and a WDO (termite) inspection. For any property in a flood zone, verify the flood zone and get flood insurance quotes before closing.
