County Matters More Than Most Buyers Realize

When buyers research the Emerald Coast, they focus on cities and communities — Panama City Beach, 30A, Destin. But the county a property is in has a significant impact on property taxes, insurance costs, and the overall ownership experience. Bay County and Walton County are the two most active markets, and the differences are meaningful.


Property Taxes

This is the most significant financial difference between the two counties.

Walton County has one of the lowest property tax millage rates in Florida — approximately 8–10 mills total for unincorporated areas. This is dramatically lower than most Florida counties and most of the country. For a $1M property, the annual property tax bill in unincorporated Walton County is approximately $8,000–$10,000.

Bay County has a higher millage rate — approximately 14–16 mills for unincorporated areas. For a $1M property, the annual property tax bill in unincorporated Bay County is approximately $14,000–$16,000.

The difference: On a $1M property, the annual property tax difference between Walton County and Bay County is approximately $5,000–$7,000/year. Over 10 years, that is $50,000–$70,000 in additional taxes for the Bay County property.

Verdict: Walton County has a significant property tax advantage. This is a real ownership cost difference that should factor into every purchase decision.


Insurance Costs

Bay County has higher insurance costs than Walton County, for two reasons:

  1. Hurricane Michael (2018): Michael made landfall in Bay County as a Category 5 storm. The insurance market's response to Michael has been significant — many carriers have exited the Bay County market or significantly increased premiums. Citizens Property Insurance (the state insurer of last resort) has a larger presence in Bay County than in Walton County.

  2. Building age: Bay County has more pre-2002 construction than Walton County's newer 30A communities. Older construction has higher insurance costs.

Walton County has lower insurance costs overall. The 30A communities have more newer construction, and the county was not directly impacted by Michael.

Verdict: Walton County has a meaningful insurance cost advantage.


Price

Walton County (30A, eastern Destin) commands higher prices than Bay County (PCB) at comparable positions. The combination of lower property taxes, lower insurance costs, and the 30A brand premium all support higher prices in Walton County.

Bay County (PCB) offers more accessible entry points. The lower prices partially offset the higher taxes and insurance costs.

Verdict: Bay County offers more affordable entry points. Walton County commands a premium that reflects its tax and insurance advantages plus the 30A brand.


Hurricane Michael: The Bay County Factor

Hurricane Michael (October 2018, Category 5) made direct landfall in Bay County near Mexico Beach. Panama City Beach was largely spared from the worst damage, but the broader Bay County market was significantly impacted. The insurance market's response to Michael continues to affect Bay County buyers — higher premiums, fewer carrier options, and more Citizens policies.

Buyers in Bay County should budget for higher insurance costs and fewer carrier choices than in Walton County.


Rental Market

Both counties have strong vacation rental markets. Key differences:

Bay County (PCB): Highest raw visitor volume on the Panhandle. Spring Break is a significant driver. Strong year-round demand.

Walton County (30A): Premium nightly rates. More community-level rental restrictions. Shorter effective season in some communities.

Verdict: Bay County wins on volume. Walton County wins on nightly rate.

Buy in Walton County (30A, east Destin) if:
