This is the question I get asked more than almost any other — and I am going to answer it honestly, including what you should look for in any buyer's agent, not just me.

The best buyer's agent in Panama City Beach is not the one with the most signs in the yard or the most ads on Google. It is the one who knows the specific product you are buying, represents your interests exclusively, and has the experience to protect you from the mistakes that are most common in this market.

Here is how to evaluate that.

What "Best" Actually Means in a Buyer's Agent

Most buyers evaluate agents on personality and responsiveness. Those matter — but they are not what separates a good buyer's agent from a great one in a market like PCB.

The factors that actually matter:

1. Market-specific knowledge. PCB has specific risks that agents from other markets do not know to look for — condo-hotel buildings that are not eligible for conventional financing, post-Surfside milestone inspection requirements, FEMA flood zone designations, short-term rental restrictions buried in HOA documents, and reserve fund deficiencies that signal future special assessments. An agent who does not know to look for these things cannot protect you from them.

2. Exclusive buyer representation. In Florida, a buyer's agent can represent you exclusively (buyer's agent), represent the seller exclusively (seller's agent), or represent both parties in the same transaction (transaction broker). Most Florida agents default to transaction broker status — which means they are not legally obligated to act in your best interest. Ask any agent you interview whether they will represent you as an exclusive buyer's agent.

3. Experience with your specific property type. Buying a Gulf-front condo in PCB is a different transaction than buying a single-family home in Breakfast Point. The due diligence checklist is different, the financing considerations are different, and the negotiation dynamics are different. Make sure the agent you hire has specific experience with the type of property you are buying.

4. No conflict of interest. Some agents in PCB work primarily with sellers or developers — and also take buyer clients. This creates a conflict of interest that is not always disclosed. Ask any agent you interview what percentage of their business is buyer representation vs. seller representation.

5. Availability and responsiveness. PCB is a competitive market. Good properties move quickly. An agent who is not available to show you a property within 24 hours of it hitting the market — or who does not respond to your calls and texts promptly — will cost you deals.


Questions to Ask Any Buyer's Agent Before You Hire Them

  1. How many buyer transactions have you closed in PCB in the past 12 months? Volume matters. An agent who closes 2–3 buyer transactions per year in PCB does not have the market depth to serve you well.

  2. Do you represent buyers exclusively, or do you default to transaction broker status? This is a legal question with real consequences. Know the answer before you sign anything.

  3. Have you represented buyers in [the specific building or neighborhood I am considering]? Building-specific knowledge matters in PCB. An agent who has closed transactions in the building you are considering knows the HOA, the management company, the reserve fund status, and the rental history.

  4. What is your process for reviewing condo documents? Florida law gives condo buyers 3 business days to review the condo documents after receipt — and the right to cancel during that period. An agent who does not have a systematic process for reviewing these documents is not protecting you.

  5. How do you handle multiple offer situations? PCB's Gulf-front condo market is competitive. Ask how the agent has helped buyers win in multiple offer situations without overpaying.

  6. What are the most common mistakes buyers make in PCB, and how do you help clients avoid them? The answer to this question tells you more about an agent's market knowledge than any credential.


The Most Common Buyer Mistakes in PCB — and How a Good Agent Prevents Them

Buying in a condo-hotel without knowing it. Condo-hotel buildings are treated as commercial property for financing purposes — conventional financing is not available. Buyers who do not discover this until they are under contract face a financing crisis. A good buyer's agent identifies condo-hotel buildings before you make an offer.

Skipping the reserve fund review. An underfunded reserve fund means future special assessments — sometimes six figures. A good buyer's agent reviews the reserve study and flags deficiencies before you are under contract.

Ignoring the milestone inspection status. Florida law now requires milestone structural inspections for buildings 3+ stories and 30+ years old. Buildings that have not completed their inspection face uncertainty about future costs. A good buyer's agent verifies inspection status before you make an offer.

Buying in a building with rental restrictions without knowing it. Some PCB buildings have HOA rules that restrict short-term rentals — minimum stay requirements, blackout periods, or caps on rental days. If you are buying for rental income, these restrictions can significantly affect your returns. A good buyer's agent reviews the CC&Rs before you make an offer.

Accepting the seller's insurance estimate. Insurance costs in PCB have increased dramatically. A seller's current insurance premium is not a reliable estimate of what you will pay — especially if the building has had claims, if the roof is aging, or if the building has not completed its milestone inspection. A good buyer's agent helps you get actual insurance quotes before you are under contract.
